The Niger State Signage and Advertisement Agency (NISSAA) regulates and controls outdoor advertising and signage in the State. All outdoor advertisements are within the scope of the Niger State Structures for Signage & Advertisement Agency Law No.4, of 2018. NISSAA focuses mainly on outdoor advertising regulation, signage control and civic beautification. Niger State remains one of the nation’s economic nerve centre which has not been explored. NISSAA is constantly promoting ultramodern advertising formats that are allowable within the scope of our regulatory framework NISSAA holds a unique position to showcase permissible advertising formats that are aesthetically pleasing and environmentally friendly. As a result, NISSAA has set itself a target to encourage unique advertising formats. We therefore implore you to express your interest in any of our product offerings as detailed in the succeeding pages by sending in your proposal (with photomontage or creative designs) to the Niger State Signage and Advertisement Agency’s Head Office at Sarkin Turke House (Blue Mart), Paiko Road Minna, Niger State.

  • Functions of the Agency

  • Collection of Tax
  • Register and keep records of persons liable to pay Tax under this Law
  • Where appointed, serve as agent of a Local Government for the enforcement of outdoor advertising regulation
  • To carry out public enlightenment on matter relating
  • To act as agent of Government or any of its agency for the purpose of placing advertisement or for the purpose of marketing of advertisement space belonging to Government or any of its agency
  • The Power of the Agency Shall Include
    • Issuing of Demand Notice for payment of the tax
    • Distraining of or removing advertisement property until the appropriate tax is paid
    • Determine whether appropriate tax was paid by a person liable to pay tax
    • Subject to the approval of the relevant authority, issuing of permit to persons who wish to use government infrastructure for advertisement; and charging of fees for services rendered
    • Inspection of advertisement site for purpose of determining whether tax was paid
    • Instituting civil action for the recovery or unpaid tax
    • Holding or acquiring property
